Our Executive Team


Robert LoNigro, MD, MS, Interim Plan President and CEO, joined CeltiCare in July 2010 to oversee medical affairs. Board Certified in Internal Medicine, he brings a wealth of experience as a provider for 23 years in private practice in Los Angeles and Boston; and in management for 5 years as Chief Medical Director of a 250 PCP, 750 Specialists and 10 hospital SuperIPA in the Boston market (formerly Primary Care LLC, now the New England Quality Care Alliance), and 10 years as Medical Director at Tufts Health Plan. He currently practices as an inpatient consultant at McLean Hospital Southeast, where he oversees the Internal Medicine consultation service. In addition to his medical background (UMDNJ: Robert Wood Johnson Medical School, Hartford Hospital Internship, UCLA Internal Medicine Residency), Dr. LoNigro also holds a BS and MS in Engineering from Virginia Tech, where his interest in Biomedical Engineering and Medicine were born. He has been speaking nationally on topics germane to managed care for the past 18 years.



Jay Gonzalez, Senior Vice President and Chief Development Officer Jay Gonzalez joined CeltiCare in March 2013 to oversee new business development efforts and to assist Centene in business development opportunities in other states. He will continue in this role through the rest of this calendar year before taking over as President & CEO of CeltiCare on January 1, 2014. His prior experience includes serving in the Executive Office for Administration and Finance for the Commonwealth of Massachusetts, most recently as Secretary of Administration and Finance. In that role, he served as Chairman of the Board for the Health Connector, where he oversaw the implementation of health care reform, and he helped secure the passage and implementation of health care cost control and municipal health reform legislation. Mr. Gonzalez was also co-chair of the Massachusetts Life Sciences Center and a member of the Health Policy Commission. Before joining the Commonwealth, Mr. Gonzalez was a partner at the law firm of Edwards Angell Palmer & Dodge where he specialized in public finance. Mr. Gonzalez received his bachelor’s degree from Dartmouth College and his law degree from Georgetown University Law Center.



Ellen McCahon, Chief Operating Officer, joined CeltiCare in May 2009 to oversee CeltiCare’s Operations, Marketing and Communications and Public Relations; and has helped establish its strategic vision, objectives, policies and procedures. Her prior experience includes oversight of multi-state operational units for health plan operations and operations support as a Regional Vice President at WellPoint as well as Strategic Planning Director and Chief of Staff for WellPoint’s Northeast Health Care Management unit. In her 15 years of experience with managed care organizations she has compiled a proven track record of designing and implementing transformative operational strategies. Ms. McCahon earned an MBA from University of New Hampshire’s Whittemore School of Business and Economics and a BA in English at Bucknell University.




Caroline Vitiello RN, BSN, CCM, CMAC, Vice President, Medical Management, joined CeltiCare in July 2009. She oversees CeltiCare’s Medical Management Programs and Operations. Before joining CeltiCare, Ms. Vitiello was the Director of Care Management Operations at Tufts Health Plan. She possesses over 25 years of managed care experience in the development, execution, oversight and transformation of care management, utilization management, disease management, clinical quality and member/provider appeals programs. Ms Vitiello holds a BS in Nursing from Boston University School of Nursing. She is a certified case manager (CCM) and a certified case management administrator (CMAC).



Marianne Leahy, Vice President, Network Management, joined CeltiCare in July 2009 to manage and develop its provider network. Ms. Leahy’s 35 years of experience in the health care industry have involved provider contracting, provider services, health plan operations, medical quality management and underwriting. From 2008 to 2009 she served as Vice President of Operations and Project Director for Maximus in Boston, where she worked with MassHealth Operations senior staff on strategic issues including the NewMMIS system implementation, contract management and new business opportunities. Ms. Leahy worked for Tufts Health Plan for 22 years, serving as its Vice President for Alliances, Vice President for Provider Operations and Vice President for Network Management and Contracting. Ms. Leahy holds a MBA from the Boston University Graduate School of Management, a BA in Sociology from Emmanuel College in Boston, and a registered nursing degree from the Massachusetts General Hospital of Nursing in Boston.




Cindy Nguyen, Senior Director of Finance, joined CeltiCare in March 2012. She leads all of CeltiCare’s financial activities, including budgeting, forecasting, financial and performance management, claims reserving and other analytics. Before coming to CeltiCare, Ms. Nguyen was the Director of Finance and Treasurer at Senior Whole Health. Ms. Nguyen earned a BS in Management from Bentley University and a Certificate in Strategy and Innovation from Sloan School of Management at Massachusetts Institute of Technology.
